The Chief Minister NWFP announced the setting up of an institution to help the poor segments of the population some time in December 2006. At the back of this announcement was the belief of the Chief Secretary Mr. Ijaz Ahmad Qureshi that the amount of Net Hydel Project which was expected to be paid to NWFP should also be spent on the welfare of the poor and deprived people of NWFP.
This idea was deliberated upon by the Chief Minister and Chief Secretary and the person to handle this job was identified in the person of Abdullah Sahib, former Chief Secretary NWFP, initially he was reluctant to shoulder this responsibility due to health reasons but he was persuaded by the Chief Minister and Chief Secretary.
Once Abdullah Sahib agreed to head the proposed organization, the ground work on the project began. Initial meeting was held by the Chief Secretary with the Special Secretary to Chief Minister Mr. Shahrukh Arbab and Secretary Planning & Development Mr. Manzoor Ali Shah.
A draft concept paper was prepared which was further refined in a meeting held in the Programme Monitoring Unit Chief Minister Secretariat on 29 th December, 2006 . This meeting was also attended by Abdullah Sahib.
The Special Secretary to Chief Minister was tasked to prepare a draft PC – I in the light of discussed and directions given by Abdullah Sahib. The credit goes to Mr. Shahrukh Arbab who worked on the PC – I during the Eid Holidays from 1 – 3 January 2007 and presented the first draft to Abdullah Sahib on 5 th January 2007 . The draft was finally approved and a summary was moved to the Honourable Chief Minister. The Chief Minister also approved the PC – I and allowed its presentation before the PDWP.
