The fallout from international, tensions, insufficient investment in human capital, and a policy environment unsupportive of the private sector has made NWFP one of the country's poorest province, where poverty is widespread, particularly in rural areas. Estimated per capita provincial GDP is only 60% of the average for the country. The province's achievements in education and health are bellow the national average. The literacy rate in NWFP is only 38% compared to 45% for Pakistan . The infant mortality rate is high by international standards at 45 per 1000 births. Only 58% of households have access to safe water, compared to 86% in Pakistan . Literacy and school enrolment rates for females in NWFP are among the lowest in the country. Large gender gaps exist also in health outcomes suggest access to preventive and curative medical care. Poor education and health translate into low living standards, and have important economic consequences. Children of households whose head is uneducated will often be illiterate themselves, trapping households in poverty across generations. These poor social indicators and the large gender gaps hold back the provincial Government's efforts to raise incomes and reduce poverty.

What does Islamic state owe to the poorest of the poor? Charity, beneficence, compassions and Sadaqa are the core concepts and practices for out reaching the poor. Moreover, the primary objective of an Islamic State is, thefore, to establish an ideal society based on justice, equality and virtue. The Islamic state not only established the system of Allah's worship but also established system of Zakat. Thus both the spiritual and material well – being of the individual is aimed at by the Islamic state. In other words, the Islamic state is a welfare state which performs a number of functions, in addition to the traditional functions of a state, for the socio-economic welfare of its citizens in this world and for their religio-spiritual welfare in the hereafter.

Partnership of public as well as private sector in protecting the poor is lacking. Hence there is a need to synergize the process and thus maximize the benefits. An enviable tradition of social welfare evolved during the ascendancy of Muslims civilization through unique insinuation of “Wafq”. To give this initiative a practical shape, the Chief Minister has desired an institution” TANZEEM Lissail-e-Wal Mahroom” comprising of reputable personalities, who could help implement the aforementioned noble cause for welfare of the humanity unhindered by the red tap.
